Allegations of Fraud Against Dr. Candice Matthews Involving Special Needs Child

Dr. Candice Matthews has been accused of defrauding the parents of a special needs child, according to information provided to Aubrey R. Taylor Communications by Noel Munoz, who identifies himself as a “CITIZEN REPORTER” from New York.

Additionally, Munoz alleges that Quanell X was implicated in the scheme by the family. These accusations were conveyed by Munoz on behalf of Dr. Candice Matthews and Quanell X’s family during a phone call yesterday. Noel Munoz, speaking on behalf of Kendrick Davis Jr.’s family, is calling regarding Dr. Candice Matthews. In November 2021, Kendrick Davis Jr.’s parents hired Quanell X and Dr. Candice Matthews. They paid Quanell $1,500.00 for services that were supposed to include protests, media attention, and investigations into Kendrick’s assault at school. However, Kendrick, a disabled 7-year-old, was assaulted by a teacher at his school in October 2021.

PURPOSE OF THE CALL

The purpose of the call is to address the fact that Kendrick’s family has not received the promised services. According to Noel Munoz, Kendrick’s parents, Brittney Leveston and Kendrick Davis, are not currently represented by attorneys. The family believes that Quanell X and Dr. Candice Matthews intended to deceive them.

A counselor in Montgomery County was fired after being seen acting violently against a student with special needs. However, the mother of the 7-year-old tells that she wants more than just termination.

The mother from Montgomery County claims that the incident captured on tape constituted a crime against her 7-year-old child, and she wants both the counselor’s position and her freedom terminated.

“My son is being attacked by this woman, as you can obviously see,” claims Brittney Leveston.

When Montgomery County ISD representatives explained to the family what transpired to their special needs child at Madeley Ranch Elementary, the surveillance video Leveston is referring to was shown.

“I’m simply upset and offended. I can’t believe he had to go through that,” laments Leveston.

The second-grader and the special needs counselor can be seen alone in a room on the video. He was being separated from another student, and the counselor was supposed to assist him with coping strategies.

“If that’s the case, why does the video then show the counselor approaching my 7-year-old after he has been by the room door for eight minutes, seemingly trying to start a fight?” asks Leveston. She claims her child is seen trying to hand the counselor the tape that he had just picked up off the floor, and they end up fighting on the floor for a while.

“And then you see this woman physically abusing this kid on the video. We’re talking about a little boy here. This person is not an adolescent. She was permitted to do this for a considerable amount of time, even though you shouldn’t do this to children who are 11 or 12 years old. This lasted for more than simply two or three minutes. I’ve watched a lot of videos, but this one is the worst I’ve ever seen,” says community activist Quanell X.

“She treated him like he was nothing more than rag doll trash. He was very upset, and you can see where her nails dug into his skin,” adds Leveston.

“She decided to throw hands when the kid threw the tape at her because he was acting up. Therefore, when someone of such stature and caliber is present, they must be detained and prosecuted to the fullest extent of the law,” according to Dr. Candice Matthews of the Rainbow PUSH Coalition.

“You can see my son laying on the floor, not moving, and then she takes him by the left arm and just drags him across the floor,” says Leveston of the scene near the end of the 30-minute film.

The incident took place in October 2021. In November 2021, the Montgomery County School Board decided to fire the counselor, and they informed CPS. Following their inquiry, it was determined that there was no physical abuse.

Following the Montgomery County DA’s Office’s decision to disqualify itself due to a conflict of interest, the Grimes County District Attorney’s Office opened an investigation.

Andria Bender, the District Attorney for Grimes County, issued the following statement:

“Our office carefully reviewed this case. After examining the evidence, it’s clear that a jury wouldn’t find the victim’s claim to be true. We take allegations involving children seriously and are committed to seeking justice. Additionally, the Texas Department of Family and Protective Services investigated this matter and found no evidence of physical abuse by the suspect.

This decision doesn’t prevent the school district from taking action against Ms. Tatem, nor does it stop the family and their representative from pursuing any civil claims, as we have discussed with them.

“I believe she needs to think it through. Imagine if it were her child. The counselor is not required to work with kids. She should be locked up. She needs to be there,” adds Leveston.

Depending on the outcome of a Texas Education Agency hearing scheduled for Friday, where the counselor is seeking reinstatement, she may be able to work with children again.

Even though the district issued the following statement:

Montgomery ISD has acknowledged an incident that occurred in October 2021 at Madeley Ranch Elementary School involving a student and a staff member.

The district takes such matters very seriously. Upon learning of the incident, an immediate investigation was launched, and the employee was removed from their duties and placed on administrative leave in accordance with their employment contract.

The district also initiated the process to terminate the employee’s contract following the completion of the investigation. Additionally, the case was referred to both the district attorney’s office and child protective services.

During a public meeting, the Board of Trustees unanimously recommended the termination of the employee based on the Superintendent’s recommendation. A hearing is scheduled for March after the employee filed an appeal with the Texas Education Agency.

The district and law enforcement have cooperated in this matter. However, it’s important to note that the district does not have control over which cases the District Attorney chooses to prosecute once they’ve been presented to them.

The parents of the student were invited to meet with the superintendent and other district officials.

Under the Family Educational Rights and Privacy Act (FERPA), parents have the right to access their child’s educational records, including videos. The district is committed to following FERPA privacy regulations. Ensuring safe learning environments for all students is a top priority at Montgomery ISD. Any behavior that compromises this principle is unacceptable and will not be tolerated.

The family of the 7-year-old student claims that while he has been restrained in the past, they believe the appropriate restraining techniques were not used this time. They assert that he is traumatized and experiencing nightmares as a result, and they are determined to seek justice.

Candice Matthews claims she got a fraudulent PhD from USC, although the University’s Associate Registrar has rejected this.

The Associate Registrar of the University has denied the validity of a doctorate claimed by Candice Matthews, alleging it was obtained from USC.

If Congresswoman Sheila Jackson Lee wins the bid for Mayor of Houston on November 7, 2023, Carroll G. Robinson, chairman of the Texas Coalition of Black Democrats, should not be allowed to win the 18th Congressional District of Texas seat.

Last week, Dr. Candice Matthews was elected to lead the Harris County Chapter of the Texas Coalition of Black Democrats. However, Gerry Wayne Monroe, also known as the 5-Star General, raised doubts about the legitimacy of the “DOCTORATE DEGREE” claimed by Matthews from the University of Southern California (USC) on her application for a state license for her “CHILDREN OF DIVERSITY” Child Care Placement Agency.

Monroe plans to inform Texas Attorney General Ken Paxton that Matthews’ transcript used in her license application is forged. Matthews falsely stated on the first page of her application that she earned a Ph.D. in education from USC, which has been disproven by Stephanie A. Murguia, the Associate Registrar of Academic Records & Registrar at USC.

Candice Denise Ward Enecio’s fake educational qualifications, which she supplied to the Texas Department of Family and Protected Services in order to obtain a licence to manage Children of Diversity, can be reviewed. The “THE TRANSCRIPT” that you see above, in which Candice Denise Ward Enecio claimed to have attended the Rossier School of Education on the campus of the University of California (USC), is a complete fabrication, according to Stephanie A. Murguia, the Associate Registrar of Academic Records & Registrar at the University of Southern California. 

This is the sticky note that Candice Denise Ward Enecio used to submit “THE FRAUDULENT TRANSCRIPT” to the Texas Department of Family and Protective Services to receive a state license. Anyone who receives a valid degree from a university may readily ask for a second copy.
